Are foreign coaches required to register with U.S. Ski & Snowboard at U.S. Ski & Snowboard sanctioned FIS events?

No.

When a foreign FIS Federation lists a coach on their entry form, that Federation is certifying that the coach has the knowledge and ability to fulfill the duties of a Team Captain: e.g. serve as a Jury member or set a course.
